Very, very few hospitals, if any, will consider your gum disease an emergency. As far as hospitals go, 'emergency' means imminently life threatening. And gum disease isn't that.

You need a dentist. Some university dental schools will treat you for free; you could always try that.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
