"Native American" is a legal status, and does depend on whether you are enrolled in a tribe. The way you look does not give you the right to call yourself any nationality or ethnicity. A "kneegrow" speaking fluent netherlands-dutch is a lot dutcher than any "white" american who speaks nothing but English.
