All you can do is call animal control (good luck in getting them to do anything if you didn't catch the dog). If you can catch the dog, animal control may fine him for making them get off their lazy rear ends.
They may fine him again if he doesn't have the vaccination records. But go over and talk to him politely (if you can). He may not know (but should have known) his actions could be dangerous.
In Massachusetts where I grew up a subdivision was small 1/2 to 1 acre lots where I live now it can be like that but more often it is a group of homes on 3-5 acre tracts. If it is the small lot kind call the game wardens or police. If it is the second kind it is hard to say.
I would say it is a bad place to hunt, but it may not be illegal. There may be a leash law to deal with the dogs. I guess the issue you would have is proving his bullets are flying over your property.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
