A harness is definitely a better choice, especially if you have smaller dogs. Harnesses are much more safe for small breeds, since they do tend to have a collapsing trachea. The collars tend to pull on their throats, causing distress and weakening the trachea.
Harnesses are also better since the dogs can't slip out of them as easily. With a collar, the dogs can figure out how to get out of it.
I agree with the others about harness. I think it also gives more control over the pets|pet, as well as is less harmful. The risk of the pet escaping is far less as well.My sister's dogs|dog gets away from me very often.
She jerks her head and her collar slips off. It is so irritating. Then she is running around without a collar.
If someone finds her, they will not see she belongs to someone, unless they take her in to be scanned. She is microchip, but most people out here in the country will not take a dog in for that. If you use the harness, a collar can still be used for identification.
If nothing else, by the best having the harness on along, it should indicate to someone that the dog is owned and not a stray.
