The best way to tell is to read the labels. See which has the most nutrients per serving. When it comes right down to it though, frozen are usually a bit healthier.
They are pretty much frozen at the peak of ripeness. They are blanched is hot water or steam before freezing to kill bacteria but still many of the good stuff is left intact. The way you cook the vegetables plays a part in their nutrition also.
Boiling them will leave quite a few nutrients in the water instead of on the vegetable. Steaming them is best. The worst thing about canned vegetables is that they tend to have a lot of added sugar and/or salt which is definitely not good for a body.
Fresh vegetables are supposed to be the absolute healthiest when you can get them. But even fresh vegetables are usually picked before they are totally ripe and may not have all the nutrients they could. brighthub.com/health/diet-nutrition/arti....
I cant really gove you an answer, but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
