Oil companies drilling in the Gulf are not allowed to scratch their butts without the governments permission so whatever has NOT been done to stop this leak falls on Obama.
Clearly you are repeating what you've heard without doing any research or knowledge on the subject. The administration left it to BP to do the clean up and stopping the oil gusher because the administration did not have the know how to do so, plus BP reported that not only they were able to stop the gusher but they tremendously under-reported the amount of oil flowing from the well. The administration couldn't have accepted the help offered to it because it was BP that was doing the clean up and gusher stopping.
All they could do was transfer those offers to BP. There was one other issue, from a legal point of view the administration did not have the authority to take over from the git-go, that was due to the deregulation the industry went through during the Bush era. You ought to read a tad.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
