They don't need taxpayer money. In the era of ObamaCare all women's health (for those that can't afford it) should be taken care of by community and county clinics. LOL.
They get payments through Medicaid for patient treatment, just like every hospital, clinic, and doctor. Obamacare has nothing to do with poor women. They are covered by Medicaid and do not have to buy health insurance they can't afford.
