International non-governmental organizations are eligible to apply, but must make the case that their programme contributes to the implementation of commitments of gender equality at national and local levels in a specific eligible country(ies), that it will generate concrete and measurable results in the lives of women and girls during the programme period, and that it will build the capacity of national governments and/or non-governmental organizations to implement their commitments to gender equality. These international non-governmental organizations must be legally registered in the country where they are based (in order to receive funds), but not necessarily in the programme country. Such agencies are highly encouraged to apply as partners, where the lead organization(s) is/are a governmental agency or an NGO based in the country(ies) where the programme would be implemented.
