Mulch personally I consider grass clippings (in my case is a result of mowing and bagging) a type of mulch. Sure, you can put the grass clippings in your compost pile, after a while you will get a nice compost, and use as organic "fertilizer". But I don't think clippings alone can exclude other formal fertilizers, organic or chemical.
But most of the time I will just spread the fresh clippings around shrubs to act as mulch, eventually they will break down and somehow feed the soil. I won't use it around flowers or any plants for display though, since the clippings look messy and really ugly. And 75% of the time I don't do bagging in mowing, just leave the clippings in the lawn - a nice way to recylcle soil nutrition.
