Nope, It's going to depend on product line and the shipping address. Being an online retailer, Amazon.com does not have to charge tax on some orders in some instances. Since there are physical sales presences in some states, people that live in KY, WA, KS and ND will pay a tax on every item sold directly by Amazon.com LLC.
Otherwise, it’s going to depend on what you're buying, who’s selling it and where it’s shipping to. As far as how it’s calculated when it ships, according to the "Help" pages; "If an item is subject to sales tax in the state to which the order is shipped, tax is generally calculated on the total selling price of each individual item. In accordance with state tax laws, the total selling price of an item will generally include item-level shipping and handling charges, item-level discounts, gift-wrap charges, and an allocation of order-level shipping and handling charges and order-level discounts."
Also, "...will generally be the combined state and local rate for the address where your order was shipped. " Generally, items that you buy coming from most of the bigger Merchants on their site (Circuit City, J & R Music and Computer World, Target, etc...) will be taxed as they will have some kind of physical store in most states. You’ll be able to see an estimated tax on the Order Confirmation page (it’s the last page, after you’ve entered all your information and you get the orange "Place Your Order" button).
It’s only an estimate because Amazon.com doesn’t charge until they ship the items. Just in case something changes in between when the order’s placed and when it ships, they only offer tax estimates Hopefully this is what you’re looking for. Have a good one!
