It's going to vary from school to school, but where I went to high school everyone in the band was involved in marching band as well (though several instruments were so awkward as to be impractical). The easiest way to find out would be to talk to members of the band or teachers involved. Don't worry about not being very good, there will be plenty of time to practice during rehearsals.
If you are in the band, you may sign up to be in the marching band. If you are not very good at it to begin with, but are able to retain the information and music taught to you within a somewhat timely manner, you will most likely be able to stay on the marching band for as long as you like. As long as the marching band you belong to plays in parades, yes, you will be able to as you will be a part of it!
Being in the marching band is a tricky skill to learn, as you must not only learn to play your instrument while walking, but you must also step in time with the rest of the group. Timing is everything, and you must remember that simple fact, as many people find it helpful while in the learning process. All it takes is some hard work, dedication and a willingness to learn quickly.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
