There are many other instruments you can play in a marching band besides the drums or the tuba. Although most marching bands do not have the support of guitars, there are other bass instruments one can play such as the bassoon, the bass clarinet, the bass trombone and the bass saxophone. Each marching band is unique however, so to be fully understood as to what type of instrument you are allowed to try to participate in the marching band, you should first ask the instructor.
