On a tourist visa up to 18 months at a time. To reset the counter all they need to do is leave the country, evan if it's only for one day. When they return they can stay for another 18 months as long as they pay their visa extensions at the BI Office.
If they marry a Philippine Citizen they can apply for a 13a spousal visa and stay indefinitely. On a SRRV (Retirement visa) indefinitely.
As a tourist you can stay for 18 months by extending your visa every 59 days then you have to leave the country & come back to start over for another 18 months. You can also marry a Filipina & apply for a 13a visa which is good for ever. Check for details at "bureau of immigration.gov.ph.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
