Perhaps give you M$1 each time you use 100% of your daily vote allotment, if that wouldn't break the bank. It's not much money, but it's enough to encourage regular voting or enough to make someone who just cast 40 votes do an extra 20 so that they can get the prize.
Lower belt levels would have an easy time of this, and feel like they were getting rich. By the time they advance a few levels and get a higher voting limit, they would be habituated to voting and hopefully wouldn't stop.
There might be less voting to do if the asker was given a couple more days to choose a best answer. I visit Mahalo a lot but I find my questions are sometimes going to vote just because I was off for the weekend or such like.
Sigh. If I must. That means I have to make with more clicky than usual though.
Can't we just have the devs force us to vote for a certain number of answers when we log in? That would be so much faster...oh wait...unexplained 500 series errors happen on undeclared maintenance days...maybe forcing the devs to shovel more coal ISN'T such a good idea after all. I'll answer more of those questions after lunch.

Thats it.... I've done my voting for the day, and dutifully spent my voting quota. Now I'm off to have some fun and answer some questions.
After the alloted time, if there is only one answer, then it should get the "best answer", automatically. If it is a troll-ish response, then it should have been reported and removed; otherwise, it should be deemed as being perfectly valid. If there is more than one answer, then the asker should be sent an automatic e-mail indicating that they should select a best answer for it.
If they fail to do so after, say, two weeks (because some people go on vacations or might have jury or temporary military duty or similar, with no access to a computer, so that would be a "fair" amount of time), then points would be subtracted. In other words, to borrow a phrase from the military, "don't ask (a question) if you don't select (the best answer)!
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
