Cyberbullying is constant harassment through the internet. Like if someone is constantly messaging you to kill yourself, even if you block them they just make a new account. Cyberbullying is not disagreeing with your opinion or criticism a single or one off insult (like someone randomly commenting "you're ugly!" and then not messaging you more) may be bullying, but it's one of those things you just need to get a thicker skin for because you can't expect everyone to be nice to you on the internet.
If they are invading someone's privacy and posting their real images and names and details and doing it in order to cause emotional distress. That is cyber bullying if the person is under 18. If they are over 18 it is criminal harassment using a computer.

The person doing it to me was issued a formal warning by the police so don't believe people who say it is "freedom of speech" repeatedly harassing a person and invading their privacy is not covered by freedom of speech even in the USA. The supreme court of the USA has outlined nine forms of speech that are not covered by freedom of speech because those nine forms are related to criminal activity.
You might tell someone once that you don't like them. That doesn't involve libeling them by publishing (and anything you put on line is publishing. Reapeatedly trying to cause them emotional distress by targeting them.
Also The Universal Declaration of Human Rights includes this. Article 12 No one shall be subjected to arbitrary interference with his privacy, family, home or correspondence, nor to attacks upon his honour and reputation. Everyone has the right to the protection of the law against such interference or attacks.
That means people have the right to expect the police to protect them from this behaviour. The first police I went to were the same as you just saying get off the computer. I laid a complaint against those police to the Police Complaints Authority.
A senior policeman took over the case. He told those two policeman to be more professional, and he issued my cyber harasser a formal police warning for harassment. And then my stalker/harasser finally took everything down and left me alone.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
