That's what everyone says, but they are just making excuses. They can still do it It just takes a bit more planning. I now work at two different schools and have to commute a lot.
I’m out of my house at 7 am and get home at 7:30 pm. I have 30 minutes for lunch before I have to head out to catch a train that gets me to my afternoon/evening class. I have tried a lot of different things.
What works for me is making sure I have a good breakfast to start the day. I usually have oatmeal (the real stuff not instant) with raisins and some walnuts thrown in and some chopped up apple, and I bring a yogurt to have on my break. Everyone can take a 10 minute break no matter what their job is.
I can’t eat a full meal when I get home and still lose weight, eating that late in the evening and then going to sleep doesn’t work for me. So, I eat a larger lunch, like chicken and veggie stir fry with brown rice, a grilled veggie sandwich with cheese or a nice big salad with shedded chicken. Exercises doesn't mean you have to do pushup, etc. it could mean walking to and from somewhere. You can do exercises at your desk, like lifting each leg up and down, putting some weights on your legs while lifting your legs. You can do exercise when you clean up your home.
As far as weight is concern, your friend needs to eat, period. Your friend can have a lite salad, such as lettuce, tomatoes, cucumbers, olives, and with a nonfat or lite salad dressing (1 tbl. ) around 2 or 3 cups.
Take carrots, celery and other veggies, fruits, bottles of water. If you don’t have time to cut up a salad, eat it whole. Tomatoes and cucumbers, green, yellow and red peppers taste great.
Perhaps, your friend can get a less stressful job or change the schedule. If your friend has time to eat so that he/her has weight to lose, then that person has time to eat properly. I will assume that your friend eats out, so even a mcdonald has salads.
Just watch out for the dressing. Of course, people need proteins, like meats, beans, poultry, nuts, etc. it isn’t easy, at all, to lose weight and I know that from experience, but I have learned that eating 4 to 6 meals a day is better than 3 meals. However, you still need to watch your calories, fat and carbs.
There are plenty of books out there that will help, both for exercises and weight loss. There are exercises for the handicapped, that teaches them to do it sitting down. The fact is that the weight and the exercises won't happen until your friend puts in the effort.

I think your friend should take a look at her prioritiesand her desire to eat and live in a healthy manner. Maybe a time management system would help her. It takes very little time to set up 3 healthy meals.
Fruits and vegetables don't need any preparation other than cutting and bagging. If she is so busy she can't prepare them she can buy healthy, prepared food in a grocery store that take very little time to prepare. Some situps AM & PM take 2-3 minutes a day.
Push ups Am & PM take 3 minutes a day. Aerobics takes 30 minutes a day. It sounds to me that your friend's life is out of control and she needs to make a decision on what is important to her.
I do not understand why this person can not have three meals a day. First of all you get up in the morning early enough to have breakfast before leaving for work. This is the most important meal of the day.
This get's your body going. Now ar around noon time it is time for lunch. Please do not tell me that this person doesn't get a lunch.
It is required by law that people get lunch, either a half hour or a fool hour. People that work at a job like shift work are thge only people that I know that do not get a lunch. But they are expected by the Company and uncle same to be able to eat on the job.
So now this person receives lunch. At the end of the work day you leave your job and go home, were it is now up to you to leave enough time to eat dinner. It could be as soon as that person get's home or a few hours later.
So we have now established that there is no reason that this person can not be eating three meals a day. It is up to them to change there life style. Since eating and staying healthy go to gether.
As for exercise, there are many people out there that do not get the time to exercise. Many do not want to. Others that really do, find ways to do things while they are at work or while doing other activity.
Then again the busy schedual might already include exercise that you do not relize they are getting.
I have lost almost 15 pounds by not eating three meals a day. I usually eat only two. In other words, I realized that one of my weight problems was this eating at noon because it was "lunchtime" even tho I wasn't necessarily hungry.
So I began to wait and noticed that I wasn't actually hungry until 2:00 or 3:00. So I eat then and I'm not hungry again before bedtime: weight not eaten is weight "lost.
