OK you don't want to spend a fortune but do not go to cheap, have a look at this unit from Panasonic that is easy to use and has a lot of flexibility , you can edit the dvd before you finalize it - that means it will only be for playback only, the price is $201.00 not bad for what this machine can do, I urge you to read the reviews of the people that own this machine and use it to transfer their VHS to dvd, You would spend good money to have a service do this sort of thing for you , and you would not have a nice machine like this to show for the effort to use again and again.
