OK, how things work are like this. There may be some variations depending on the laws where you live. If someone/something is out in public and has no expectation of privacy (in a park, walking or driving down the street, on their front lawn in plain sight) then it is legal to record whatever you can see.
There is no requirement to get anyone's permission. On the other hand, if a person is in their house or a private place (bathrooms, change rooms, their living room or in a closed private garage) then they have an expectation of privacy. If they are being recorded then, that can be a crime.
As things work on private open spaces like malls, office buildings and such, it is assumed OK to record until you are told otherwise. That can be a representative of the place asking you not to record or just a sign that says no photography or recording allowed on the premises. Then you need to stop or leave.
If you don't leave then you get trespassed off the premises. So the basics are if you can see it out in public in the open, it's legal to record. If you have to look through their window in their home to record them, it's illegal.
