These types of Folders are generally Created by Windows Update and stored in System. These folders create difficulties at the time of Deletion. You can use Unlocker application to unlock and Delete.
You might have enabled yourself to see hidden files, so it could have been there all along and was just invisible. A gibberish name isnt necessarily a bad thing, there are plenty of legitimate files in any computer with names like that. Best thing to do would be get a good virus scanner, like avira, and run it with administrator permissions and have it scan that file.
Chances are it's something harmless like a hidden file you accidentally unhid, or maybe even something that was accidentally moved from another place, or something created during an installation or update process. It is most likely completely harmless, but scanning never hurts.
