I have a 4 year old Male cat who poops in the litter box but refuses to pee in it! Why? My 4 years old male cat Felix poops on the litter box but WILL NOT pee in it!

He pees right next to it, he pees on mats that are on the floor,he pees in random areas, and he has recently started to pee on TOP of the kitchen table! He has been fixed. We have 3 other cats who have all been around for a while aswell and they don't have this problem.
