Why would a male cat pee outside of the litter box?

I have two(2) male cats one is 8 months old and the other is 6 months old. The oldest one is spraying. He's been spraying inside the house so we bought the urine-be-gone stuff and everything was fine up until a few days ago and then it was like the smell was everywhere in the house.

We clean their litter box daily so I know it's not because the litter box is too dirty. We take him for walks daily as well and he sprays every bush we come to.... We just aren't understanding why he has to pee so much... the vet assistant said maybe UTI but he pees VERY frequently so I can almost rule that one out on my own... I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
