The way they made them "Quiet" is by lessening the ferocity of the splashing and lengthening the wash cycles to like an hour and a half. Also, they alternate splashing the top and the bottom racks. First make sure the top swing arm can spin around freely-- don't put large spoons on the top rack that can dangle down and block the arm from spinning.

Also don't put anything over the top racks center tube! That's where the water comes down into the spinner. If you block that, not much water gets splashed onto the top rack and none of it comes from below.

Also make sure the water is good and hot-- maybe run the sink for a minute before the wash cycle. Also check the spinner's holes-- sometimes they get clogged up.
