Is it fair that the top 5% of alcoholics pay more alcohol tax than the bottom 95% of social drinkers?

Bottom 95% as they are the ones that spend locally and will get the domestic economy moving and help local usa businesses survive and grow. In some world statistics I was reading recently usa has dropped approximately 10 places in economic growth and australia has gone up about 10 places. Well, given that the Bush Tax Cuts haven't stimulated job growth over the past 10 years, I would have to say that tax cuts for the bottom 95% would be more effective at stimulating the economy.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
