You might get the cardiovascular workout from this but I doubt you'll get the timing or hand eye coordination aspect. Boxers do this more for the timing and rhythm than the wear oneself out cardiovascular aspect. And no you would not be jumping rope literally you don't have a rope.

I haven't used nor seen this device personally but I would say that as long as you could simulate using the traditional jump rope, it would have the same effects as the real one. And to achieve your aerobic capacity, make sure to follow the 5 min warm up; 15-20 min exercise proper; & 5 min cool down pattern.
You would still get the cardio benefit from it, but you would not be jumping rope. You would just be jumping...if that's the case you don't really need to buy equipment to jump up and down quickly.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
