Windows already have this feature... its called Windows Processes... You will need to Go into the Event Viewer select what aspect of the Windows Process you want to keep an eye on and it will monitor it going forward... To tool is suppose to alert the Server of your IP Change... but on logs you can use it to see when your WAN IP was up and down or changed.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
