There was no way. But since that period predates the current snd Amendment controversy, it was assumed that nearly everyone owned guns - and they knew how to use them properly, for the most part.
They didn't keep records like they do now. The companies could identify their guns, but there were few to no government agencies that recorded gun ownership prior to about 1930.
