There was a prophecy made before Harry's birth that predicted that the dark lord would be connected to his killer. However, the connection was only made when Lord Voldemort attacked Harry Potter and tried to kill him. This is because the prophecy did not relate to Harry Potter specifically and if Lord Voldemort attacked Neville Longbottom first, he might have become the Boy-who-lived.
Lord Voldemort attacked Harry Potter because he heard part of the prophecy from Snape and wanted to prevent it from happening by defeating the only one with the power to kill him when he is still a child. The connection was created as the killing curse cast by Lord Voldemort rebounded off Harry's forehead, due to Old Magics caused by the sacrifice of Lily Potter, and hit Lord Voldemort. The latter was in the process of creating a Horcrux from the death of Harry and when the killing curse hit him, part of him soul became attached to Harry through the curse scar and the remaining part of his soul fled away.
The scar is a Horcrux and the reason why they are connected. To be able to defeat Lord Voldemort, Harry Potter must first destroy all his Horcruxes and during the final battle he goes to Lord Voldemort to sacrifice himself to destroy the Horcrux in his curse scar and hence make possible the final defeat of Lord Voldemort.
