Both were half blood wizards and hence, in Voldemort’s mind, Harry was more of a threat according to the prophecy made by Sybill Trelawny which interestingly, did not point at Harry. It could have been Neville Longbottom as well, as his parents had also defied Voldemort thrice. It was Voldemort’s fear and crass judgment that he chose Harry and marked him as his equal.
€œHe chose the boy he thought most likely to be a danger to him ... and notice this, Harry. He chose, not the pureblood (which according to his creed, is the only kind of wizard worth being or knowing), but the half-blood, like himself. Trying to not give everything away, I will say this: the connection between Voldemort and Harry Potter came from a prophecy that was spoken to Dumbledore when he went to interview Professor Trelawney. She was pretty much a mess, but did have a little ability to see into the future. Now, the scar was made by Voldemort on Harry's head when he was a baby.
That is an initial connection. Because of that scar, Harry is not psychically connected to Voldemort, but he does not understand the impact this will have on his life or the degree of power and control he has already. He, Harry, is pretty stupid as far as putting things together, so he's lucky to have Hermione Granger there to think for him.
Before the attack, though, there was absolutely no connection between Harry and Voldemort. The connection was made when the scar was made. Thanks to Harry's mom, he did not die when attacked, but was scarred for life through the magic of a death curse that was thrown his way.
Now, I'm not going to spoil the end of the story for anyone, so I cannot go into the depth of the connection, suffice it to say there is one.
