When I burn a DVD using DVD Shrink and Nero, the copy will only play on my computer, not in a DVD player. Why? I have tried both DVD-R's and DVD+R's, with the same result.

There could be several things causing that. It's good you tried both DVD-R and DVD+R discs. The next thing I'd do is try playing the DVD on different DVD player (not a computer) to test.
If it works on someone else's DVD player then you know the problem is your own DVD player. I have several DVD players and I've had the experience that one of them refuses to play discs that all the other DVD players can handle. I'm not sure what kind of video you're burning (downloaded from the Internet, downloaded from your own camera etc), but if you're in the United States, 99% of all DVD players can only play DVD video that is in the NTSC format.
You need to check to see if you're video source is in that format, or if it's in PAL format. Computers can play both PAL and NTSC, but most DVD players can only play one or the other. Sources: opinion .
Your DVD player probably cannot read both DVD-R & DVD+R and your computer driver can. Check the specifications on your DVD reader on your computer. It's possible it can read both DVD-R and DVD+R formats; however, your DVD player cannot read both.

1 you need to format the disk for playback on your DVD player ,check with tech support for the DVD player if the format is not listed in the instruction book , then look for a format drop-down list in you DVD software and pick the one that matches the player. This may also involve the # of formats your Computers DVD burner can create, check into that as well. Good luck.

2 You may want to make sure you are closing the burn session. Discs left open for multisession recording won't play on anything but the computer they were created on. Some won't even do that.
