Yes, prisoners can text anytime they want. There is a special "prison plan" with most carriers. You just have to request it under the table.

Sprint will never advertise their prison plan. Just go to the Sprint store and ask for it. Prisons totally allow iPods and iPads for prisoners to use.

They also allow any kind of electronic device used for entertainment. The wardens don't want the prisoners to get too bored while serving time for the crimes they committed.
