Use a P/A system to announce when you will be riding and that no one is to stare at you or take pictures. Handing out flyers and posting notices of the same announcement may also be helpful. As for anyone ignoring the announcements, you will need to address these individually.
When someone stares, stop in front of them and while making a fierce face, yell at them that you are not to be stared at. Remind them to read the posted notices. If they attempt to take your picture, yell at them to stop or their camera will be confiscated.
If this doesn't work, you may have to do something crazy.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
