Leaking fuel injector would be my guess. The run-on is caused by carbon build up in the combustion chamber providing enough heat to continue combustion without the aid of the spark plug, sort of like a glow plug in a diesel engine during start up. Since your vehicle is fuel injected, when the key is off, you should be getting zero fuel into the engine, thus making run-on or dieseling impossible.

The only way would be if there is a sticking injector allowing fuel to enter the intake and continuing combustion. I would have an injector cleaning done at a trusted repair facility. You could also use a quality product like BG Products 44K in the tank, but it will not be as effective as a thorough cleaning by a mechanic.

Aha, another flooded TB Yep, there was a factory recall to replace all the TB's made in 1988/89 as the MQ-piston would scar up the XYZ gears. I would PDQ call the BBB ASAP becuz AFAIK your IQ exceeds the MDR of Pu. If it's not the TB, maybe you have carbon deposits in the cylinders, and a worn throttle body that lets air and gas past it even with the throttle closed.
