External or internal sound card to buy for listening to music and playing the guitar? Budget: 100USD?

Budget: 100USD I want to buy a new sound card but dunno whether I should trust external ones or stay with internal cards. I have 7.1 system. I would use it with a notebook as well if I can find a decent external card that is worth it.(earphones/stereo speakers)I use amp simulators for playing the guitar, old Audigy 2 kept on pretty well but it would improve drastically with a Sonar D2.

I could get it for 100USD used. Should I go with it, or are there any options for a good-quality USB card for this price?
