It can transfer easily It is basically the same process going to college in the U.S. and the U.K. yes there are minute details but ultimately you just have to do research. Look up culinary schools. http://www.bachelorsportal.eu (website that helps you find bachelors degrees offered in the europe.

Contact them with any questions. Yu can go to this website for international students: http://www.educationuk.org it helps look up info concerning passports and visas. A passport is easy to obtain and a visa is easy for a student because student visa are made for them I would recommend going over after high school because: student visas are very easy to obtain versus a resident visa (because being a resident usually involves you having a job already in place, a certain income, and quite a few things) a student visa usually includes: are yu accepted to a british university?
Can you afford to go to that university? http://www.ukba.homeoffice.gov.uk also, going in college gives you the Comfort of having a base. They help with insurance, living, and getting acquainted with others.
As a college student you get to find connections in the industry in the u.k. That means it should be an easier transition living there and it should be much easier finding a job there. If funding is a problem: there are scholarships all over the internet and FAFSA offers aid to many colleges in the u.k.
Just take some time to look it up. I recommend (sorry to sound redundant) look up at least four universities map out a plan for what you need so you can apply contact them with questions or just state your interest. You want some type of contact.
I cant really gove you an answer, but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
