If you live in a state that allows emancipation, then yes, you can file for it. But it's very hard, and it'll take months. It would be quicker, cheaper and easier to wait until you're 18.
A non-custodial parent cannot give consent over a custodial parent. You would need to have the parent you live with present. They do not have to give consent for emancipation, but then it is up to you to convince the judge that you are able to fully support yourself without them.
"My parents are being jerks and won't buy me things I want" is not a good reason in the court's eyes. It will cost money, and it will in all likelihood take longer than 4 months for a decision to be made.
