How do I set my nikon 4600 to take close up Jewelry photos in the macro setting? My jewelry pictures always come out grainy and dark.?

Close up is different from macro. All lenses have a minimum focusing distance. Macro lenses allow you to shoot within inches away from your subject.

Buy a macro lens.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
