Well, I'm not sure where you live but in my area if there is an abundant number of stray cats the county will allow you the use of their traps. You could trap them and bring them to the pound. Sad, but true, they will be put to sleep.
If you are talking about one or two cats, then you should maybe speak to your local area vet and see about spaying and neutering programs and if they would be willing to help you out. Some agencys will set up free or low cost spay/neuter clinics where you can bring the animal in. I have done this twice and had two cats adopt me.

I can't imagine them not accepting not taking an cat or dog being surrendered to them. If you have tried the SPCA and they refused, try looking for one of their locations outside the city, in the suburbs. Take a look at PetFinder.com(petfinder.com/shelters.html), you might find animal rescue groups you weren't even aware of.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
