You are still responsible for the person getting the item or you have to refund the whole cost. The no refund policy only applies to customers who want to send the item back for no reason. Did you send the item Priority or First Class?
I know there is no tracking from the US post office out of the country so you cant do that but ask her to call her Customs office with the Customs number you have when you shipped the item. A seller is entirely responsible for the item including the shipping. It is unfortunate the buyer did not contact you before she opened the dispute.
Ebay always sides with the buyer unless you can prove the item was shipped. I just went through this problem, item I sent to Japan and I lost the case because the USPS has no tracking unless the buyer paid registered mail and it went Priority. I had the customs number but buyer did not check with them.
In the delivery option, if you have chosen to make the delivery to the buyer in certain days, you have to deliver the item to the buyer. The buyer can claim refund if it won't happen. Check with your courier person what happened, if you see the tracking of the shipment.
If you think its been delivered by the tracking then submit the proof to ebay immediately, or else ebay will process a refund, eventually they will cut the money from your account only.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
