A 3.5 gallon tank is not even big enough for one beta fish. A five gallon is minimum. Most people do not realize that female beta fish are just as aggressive as the males.
You need a group of 6+ females in order to spread the aggression around. This keeps one from getting the brunt of the aggression. Even if you do have 6 or more, you need to monitor the behavior.
If one is getting bullied, it needs to be removed. Beta sororities do not always work out, so you need alternate tanks for separating the group if it does not work. You need a large enough tank for the females to get away from each other and establish their own territories.
It needs to have enough plant coverage and hiding places. If you insist on keeping anything in a tank that small, I would suggest just the beta fish. Tetras need large groups to school in, and a 3 gallon is not large enough for a school.
You need to do a bit more research on proper fish care, especially if you are going to put a bunch of money into a 60 gallon. A larger tank gives a bit more leeway with mistakes, but overstocking will always kill your fish eventually.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
