The cat is your property, and you can call the police to report the theft. Having all the paperwork to prove ownership is great; even better if you have a receipt for purchase. If not, make copies of ads that include the selling price for this type of cat.
Even though it's a pet, be certain to stress the monetary value of your "property." If law enforcement won't help, you'll probably have to file a complaint in small claims court. Look up small claims requirements/procedures for your county, and be sure to sue her for your legal costs, too.
Another option is to contact a local animal welfare group or legal aid society for free advice. Best option: have your brother take the cat back and tell that psycho to get lost!
I am not a lawyer, but .... Definitely... Call the police and ask them what to do. Tell them you have the cat s papers, etc., and pictures (?) to prove it s your cat. Keep any texts and emails you can, too, as proof you tried to get the cat back & reason with the girlfriend.
The police might tell you how to get an signed-order from a judge demanding the cat back. And, there is free legal aid available, in most counties, that might be able to settle the matter quickly for you. I d start by calling the police, I suppose.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
