Read your lease. Most likely she has overstayed the limit for guests and is now considered a resident. If that is the case, she needs to be approved for residency by management and added to your lease.

Maybe you could call a "household meeting" and explain this to your roommates. If she does not want to sign the lease (or she knows she won't be approved), she needs to leave. Otherwise all of you are subject to eviction for a lease violation.

Once she signs the lease, then she is just as responsible for the rent as the rest of you. However, how you split the utilities is in you; if I were you, I would insist that they are split 4 ways.
